Rome would have collapsed by the first century then, since it was a runaway oligarchy and the Populares led by Caesar and then Augustus were needed to put the brakes on runaway wealth inequality and stabilizes society. Also, Rome was overstretched militarily, so Augustus' policy of slowing expansion and preserving what the empire already held was sorely needed, or else Rome might have just blown up into pieces like all its predecessor empires did.

Its ironic you say that because Rome didnt even really become expansionist until after it became an empire. It was more than happy to be somewhat isolationist and mostly created client states. Caesar conquering Gaul was something the senate didnt even want to do.

To be fair, the second Punic war did also inspire Rome to take over more countries because of the way some countries who were allied to rome became opportunistic and attack Rome when they thought it was done.

Caesar actually thought he lost the war at one point and had to retreat, he said in his book if pompey showed more initiative and followed him it would have been over. Pompey was actually just playing it super safe and was out manoeuvring caesar in the macro game, he didnt even need to have followed caesars retreat to crush him (though he arguably should have), if he had just waited out caesars army as it disintegrated he could have won too (which seemed to be his plan) but I think he was manipulated by the senate to kill him in battle or something.
