No one "fortifies" SAM sites any more - there's a reason all the land-based SAM systems built by people who know what the fuck they're doing have everything mounted on self-propelled chassis. It's true that there's garrisons and so on - you've got to base things somewhere - and some permanent deployment sites, but they're not really fortifications; you certainly shouldn't imagine something like an ouvrage of the Maginot Line, with lots of concrete and, say, silo-type launchers for the interceptors.
One exception might be the AEGIS Ashore installation in Poland or wherever; that's in a pretty substantial concrete building, and I suppose it does technically qualify as a fortification, but I don't think it's that hard a target. The radars of the Russian A-135/A-235 system (the Moscow ABM system) are quite hard, though, and the MSR of the old US Safeguard system (at the SRMSC in North Dakota) was designed to withstand a pretty close nuclear hit, but that's not the fashion nowadays, and with good reason.
