It has more to do with competence and having the right framework and goals. Working 'harder' (doing more shit for longer hours just because) can actually make things a lot worse.
Imagine a novelist who sucked at writing but who at least worked really hard. Who gives a shit? The point of the occupation is the outcome, not the effort required to reach that outcome.
