Why can't Russia just be a normal european country?

They could learn from the germans, dutch and italians to build beautiful towns like this and slowly westernise

It would be overrun with browns and poos.

Or are they jealous of such beautiful European towns and thus never improve?

With all their wealth they could live better than Sweden and be the whitest most European country on earth...

So what prevents them to build housing like this instead of commieblocks?

I've been to Kaliningrad many times. Outside of few touristic spots in Zelenogradsk and Svetlogorsk it's a huge shithole and people make 400 dollars per month on average

Because normal European countries gave up their colonies and are continuing to give up the last bits of their empires. See New Caledonia and such.

Russia on the other hand refuses to give up their east Asian colonies, runs brutal repression campaigns in its Caucus colonies, and is doing an invasion to reclaim its Ukrainian colonies. It is not a country in the modern sense, just an archaic regime struggling to maintain relevance on the world stage.
