Depends on timescales and what's in it.

I personally don't know of all the vaccines (non mRNA) are individually bad, but I suspect that on a population level it is bad.
So either vaccines are bad on individual level and it weakens the person, or the vaccines are working but are letting genetic defects persist and multiply, as such is bad for population level.
