europeans are over 90 and usually over 95% urbanized. Cities have never been able to maintain populations growth, even going back to ancient rome. High birthrates are a function of living on the farm, where children are free labor, when you move to a city, children are just an expensive genetic arrow into the future, so people will just have one or two. In order to be successful in a city, you have to send your children to good private schools, put them in a bunch of clubs and sports, etc. all of which is very expensive, not to mention a two bedroom condo is $1m minimum
