Both Kazakhstan and Kyrgyzstan have Russian as their second official language. This is just a move to force the elites to speak Kazakh/Kyrgyz. The general tendency is that the richer the person, the less fluent they are in Kazakh/Kyrgyz. This has been ongoing for 35 years now.
