Most of the outsourcing push was to dodge around labor protections, if the DoD wants to fuck over any unionized sector of labor they're going to make sure to keep it out of reach of people who could prosecute them. China can't prosecute the DoD and even if they hate the US this could easily be spun as destroying US domestic production. The US post Reagan and China are run by the same private sector entities. Every government in the world right now is pissing themselves at the thought of something like a civilian run power plant or factory/coal mining towns emerging as minor feudal powers like what was happening during the early stages of industry.
