Every case is different. They need case workers. Most of them have traumas and addictions but what they don't have is money or support.
I've been homeless before (slept in my car) for like a year so I'm actually aware of how they think. I'm still two steps away from being homeless because I can't get hired anywhere because Im ugly and insane but I'm being kept around alive by a benefactor.
How do you solve it...? I don't suppose you do. Society is ruled by the strong and unempathetic. Sociopaths rise to power because they don't give a shit about anyone else. Some of these homeless guys are sociopaths themselves, they don't give a shit. We are all animals and wealth gap and population has gotten way out of control. Many are dying fast as many get born out of stupid reasons. In the end nature will balance itself out as it always does.

Find something they're interested in and make them self study it
