Americas homeless population is probably larger than Finlands entire population. Everytime someone points out something a Scandinavian or Nordic does successfully they don't take into account their low populations.

The problem in America is that homeless congregate in cities and most of the people with money congregate in suburbs that are already insulated from urban problems like homeless, crime and non-Whites. So while this is cheaper, you're proposing granting a benefit to people that suburbanites hate to solve a problem that doesn't affect them. Not a great deal in their book.
