Insurgents are nearly impossible to deal with, especially without boots on the ground. What makes it worse is that multiple entire states are funding and supplying their war efforts. If you are not going door to door, block by block eradicating every single civilian like Russia did in Aleppo or Isreal in Gaza, the insurgents will just keep hiding, reproducing and fighting amongst the civilian population forever.

USA is hesitant to commit warcrimes because it's supposed to be the good guy and authority figure in the world.
