what causes this phenomenon of senators and congressmen keeping their seats 90+% of the time for decades? why even have elections if so few people change out?

The longer you serve, the more IOU's and influence you build up. You get better committee positions and can send more pork-barrel project to your state. Unseating incumbents is usually a significant financial loss for the state.

Only if everyone else doesn't unseat incumbents.
Also, elections are done by individuals, not States. Individuals voters are fundamentally irrational and aren't bound by self-interest, because if they were they wouldn't vote at all.
