He's right about what? Stating the obvious? Gaddafi had his own oil, some countries don't have oil. China gets theirs from Russia and Russia has as much oil as Saudi Arabia. The US forces trade in dollars because if there wasn't a global reserve then countries with oil could start creating satellites with their resources or worst case scenario resource poor countries would start invading others. The only reason there's infinite demand for USD is because of oil, which isn't particularly scarce. That's how debt based economies stay afloat, because governments want to purchase an abundant resource and generally care about very little else. Peak oil is the greatest scam in history, if Gaddafi had no oil the US wouldn't have cared at all about him.
