I am confident they exist at least as a missile defense platform in space and definitely do exist on earth.
See the following systems that are currently used against ordinance on earth:
>old systems (US)https://en.m.wikipedia.org/wiki/AN/SEQ-3_Laser_Weapon_System
>Chinese systemhttps://en.wikipedia.org/wiki/Silent_Hunter_(laser_weapon)
>claims 4km range>new anti drone weapon HEWLS https://www.rtx.com/raytheon/what-we-do/integrated-air-and-missile-defense/lasers

>3km rangeNow bear in mind these are like 10kW lasers.
NASA has had 5kW fission reactors since like the 60s, and they announced a “new” idea to make 10kW fission reactors that can be chained together. If NASA is announcing this “new” tech then you can get the DOD has something at least 5 times as potent hidden away.

>but how could they focus through the atmosphere They already can

And again, if this is announced as “new” tech, then it’s been around since like the 60s.
So I would absolutely believe there is a satellite laser system orbiting the Earth that is capable of taking out ICBMs, and it would now surprise me if they had the capability to use this against soft ground targets or to light small fires with pulse lasers.
