There are dozens and dozens of programs in every city in America that basically go around trying to give these homeless people free housing, food, clothing, medical care, mental health care, addiction rehab, job training, and everything else you can imagine.
The relatively small number of people who legitimately end up sleeping in their car or on the street because they had a string of bad luck take advantage of those programs and quickly get back on their feet and off the streets.
The long term homeless don't do any of that it and continue to live in squalor on the street because they don't want to be and aren't capable of being a productive, functional member of society. They don't want to move into the halfway house and get off the street because then they would have to follow rules like "no raping" and "don't stab anyone" and "don't use drugs in the house" and they would rather just stay on the street.
If you try to give them a house to live in, they won't appreciate it. And it's only a matter of time before it is either a trashed crackden totally unfit for human habitation, or gets burned down.
