No. All the cities and settlements Russia wishes to annex are or will be depopulated rubble full of unexploded ordinance. And all the "ethnic Russians" they want to liberate are dead and only babushkas are left. They're in a total sunken cost fallacy situation now but can't stop because the war is the only thing holding the country together anymore....and they know once it ends, the recriminations begin.
