Self defense is much more justifiable than inciting violence. I understand if people peacefully assemble and refuse to work and the state attacks them so they attack back. That's self defense.

a group of very upset people inherently carries with it the tacit threat of violence, without the need for any actual violence. people in power understand this. if the look out the windows from their ivory towers and see that the masses are upset, they can imagine what will happen if nothing is done to prevent them from growing more upset. there is no need to actually strike anyone or even show up armed. every protest is a show of force.
