they import temporary workers that work on visas that they can ship back if they aren't content working extra hours on shit salaries. this is a corporate hack all over the world, you get workers that are forced to work long hours or they get sent back to their own country when you fire them. some scummy companies will ever hold onto your passport while you're there to ensure you keep working for them despite mistreatment, in japan this is something the shadier english teaching companies would do to make the english teachers work extra hours in their own privately ran eikaiwas on the side. this was something that anyone looking to teach abroad ran into warnings about 10+ years ago.
