It's most likely that the Trump Admin just wants to keep this loaded gun in their back pocket. The volume of high officials who would be compromised by this is too valuable a weapon to just give up to the public. Every single name on that list can be threatened and coerced into doing anything. And not just US officials either - there will be EU, UK, Canadian, Australian, Chinese, Russian, Israeli, all kinds of people will be on those lists.
I'm not saying it's right - just that there's a realpolitik reasoning behind the decision.
