Right but the actual amendment is the same thing as the bill being proposed by Massie. Republicans used the fact that it was amendment to justify voting against it last time, so Massie is calling their bluff and presenting it as a clean bill. And of course they're going to vote against it again, because the reason was nothing to do with amendment vs clean bill, it was always about protecting Trump.
