Back in Sengoku period when Shoguns took turns taking power, they took deal with every one of them that they wouldn't interfere with how they govern the country, and they'd be happy to market the new power to the people, as long as they don't wipe them out.
This weird relationship with the government still continues to this day, that's why they were not punished by the US during WW2 (as Tojo was the one that actually held all the power), and they also worked alongside GHQ to propagate Japanese citizens to listen to them, and throw away the old nationalist values.
tldr they are just a marketing department of the government, and they don't hold any ideologies but be the voice for the strongest guy in charge for the sake of protecting the bloodline.
