I heard that a lot, and from what I heard it apparently come from Paris and is less an issue in the rest of France.
Here is the thing about Paris:
When Parisian are sollicitated by a stranger it's for money 80% of the time (hobbo, NGO, scammer) it's tiresome for them on the long run and people who just want indication or are lost pay the price.
Majority of people you will find in the street (especially in crowded area) don't actually reside in Paris but from town around it so they are usually here with a purpose (work, shopping, visit) and are in a hurry. Actual Parisian don't even hang out in touristic/crowded place because they now better place.
There is a anti-tourist sentiment in Paris because some tourist spot became unlivable (see Effeil Tower area) and attracted the usual parasite (pickpocket, scammer, thieve) making it even worse.
The irony is Paris has very nice place (some district are shit not gonna lie) once you leave the touristic area. In the Effeil tower area if you walk like two street away from it the street are almost empty.
