APKWS gen 2 has IR guidance for terminal approach I think, but I have no clue if those are produced in significant numbers. Increases cost, obviously.

It's really not difficult to designate the target, we've been building things like that since the 60s and strapping them on planes. On a truck you don't even need a gyro stabilizer or whatever, the track rate you need can slower and for APKWS you deal with (very) short ranges on top of that. Every Krasnopol hit you've seen had the target marked by a low cost Orlan-10 or a comparable drone. Laser target designation systems can be built very crudely.

It is a task that has long since been solved effectively and cheaply. The cost of some of those systems doesn't come from their tracking ability, but from their optical train (high zoom/resolution requiring fat and expensive CCDs and lenses, mostly).

With ground based launchers the range is extremely short, but if you're using them for point defense of targets you know will be attacked that's not necessarily that much of a problem.
