afaik sentencing in Germany is at the discretion of the judging panel, there are no mandatory sentencing guidelines.
the system brought them here to breed, the judiciary are aligned to the overarching intentions of the system, so there will be no reforms, and no examples made by judges to deter similar behavior because they want German females to be impregnated (consenually or not) to maintain the viability of the system.
