maybe this is in specific situations where the window overlooks a road/sidewalk and so you can't have it hanging open into the road. Other situations could be added to this logic, like semi-public spaces such as apartments or hotels which is both for other customers safety and convenience as well as the window users safety (esp belongings). just my autism thinking.
