russia doesnt actually want all their bodies back since they pay a ton of money out to the families of confirmed dead soldiers. they would rather have a PR win like this so people think the k/d ratio is 50:1

Most russian bodies are in russian controlled or no man's land, so they just stay there and nobody will go after them.
