It's just a scam. Parents get a quack doctor to diagnose their kids with autism.
Note that 1 in 16 Somali children in Minnesota had an autism diagnosis, compared to the overall state rate of 1 in 53.
In Minnesota for example each family gets:
>$3,113.99 per child under the Family Support Grant (FSG)
>Medicaid Waivers & Paid Caregiving (CDCS), meaning the parent get paid market wages of $10,400/month to care for the child
>Supplemental Security Income (SSI) of $997/month
>SNAP and Medicaid
>Federal & State Tax Credits of up to $3,000 per child
You don't need RFK to figure out why so many kids are "autistic".
