i suppose the thinking is; if they steal plates/cars and feel that they can get away with it that night at least.. and rely on the idea that pursuits will be given up, then that will encourage people who would generally not flee may consider. going to jail at some unknowable time int he future is i think a better deal than going to jail right then.. also people with large amounts of drugs will always flee for obvious reasons.
