In the end you need people on the ground because any human law reaches only as far as barrel of his gun, and extraction of anything from land, be it resources or people living there, requires some structures and laws with consequences for not abiding them. It's cheaper than trying to enforce it with drone strikes.

So yeah, it's still the same principle but instead of seeking heads poking from trenches within hundreds of meters with your rifle you seek human activity within dozen of kilometers with your drone.

Soldiers were dying in agony in every war, be it having your lung mauled with mace, being tortured for information, burning alive in a tank or bleeding out after losing foot on mine. Today you can just see it clearly yourself straight from fronline instead of maybe having pics made by war journalists after battle.
