There are things you can do to limit the harm these people cause, and to a certain extent duplicity and amorality can actually be positive traits in powerful figures. It allows them to exercise the violence and deception necessary to maintain an orderly society in ways that morally decent people would flinch from. It's much the same reason that you don't want a lawyer or a surgeon who's very empathetic and caring.
