It was a misguided attempt during the civil rights movement to normalise niggers as just another normal American identity like Irish Americans and Italian Americans. It doesn't really work for the reasons you mentioned, in addition to the fact that niggers have been in the US practically as long as the original British settlers and their original African identity is mostly obscured at this point.

I was in pharmacy school a decade ago. One of my best friends was a guy fresh off the boat Kenyan. Very bright, medicated, the model black man. American used to mean "White American". Since there were also niggers living in the US, given that demographics were roughly 90% White and 10% nigger, an extra label was needed.
