Honestly the entire H1B1 program needs to be scrapped. Why should national immigration policy be dictated by these large corporations that can't even be bothered to pay taxes, or pay their labor enough not to be dependent on government social services. The entire point of the program is to prevent a tight labor market. When they talk about labor shortages they are only talking about cheap labor. I've been in tech for 20 years and devs educated in India are some of the worst you'll find. Even the ones educated in the US often are terrible. They spend a bunch of time spinning their wheels and churning out code but it's often poorly done and overcomplicated.

Project Managers don't get that though they just see "Oh Ranjeet closed 6 tickets today, he's so productive." Then they get credit again for closing 6 of the 12 bug tickets that their previous tickets created.
