Just have a pay ratio. The most any employee is paid is capped at 10x the lowest employee pay. Contract workers are considered employees during their contracts and are subject to the pay ratio. It also applies to stock sales. Having multiple jobs reduces the pay ratio by the number of jobs, so 5x for two jobs, 3.33x for three jobs, 2.5x for four, 2x for five, etc.
