Since, obviously, Africans are still alive outside assisted living communities, there's something wrong with the testing. (IIRC part of it was him using war orphans with no formal education as test subjects.) If you live in a peaceful area of the blue or purple countries, standard education includes a focus on the same kinds of problem-solving that the "culturally neutral" IQ tests use, meaning that kids will be pre-trained. A kid who spent most of the time they were supposed to be in school at home for fear that Boko Haram will decide that's the time to steal some lolis is simply not going to do as well on standardized tests as a kid who spent the time they were supposed to be paying attention in school secretly playing puzzle games on their phone.
