First, though, I'll ask another question. Trump was saying Obama and Biden faked the records. Why would they fake records to incriminate Trump and then NOT RELEASE THEM BEFORE THE ELECTION?
Now to your question. Why didn't Biden release it?
Option one: Trump supporters WITHIN THE FBI covered up the fact that the files incriminate Trump. Like when Pam claimed that the files that would shock and disgust us were never sent to her, but REAL.
Option two: The allegations against Trump don't meet the FBI's guidelines for actionability. Just having visited Epstein's island and then lied about it, for instance, is not a crime. Something being past the statute of limitations would also do that.
Option three: The FBI dismissed some witnesses as not credible, but Trump knows that they have real dirt and can't all get the Jeff/Virginia treatment.
Option four: the info includes a clue that the FBI doesn't know leads straight to Trump but that Trump thinks will lead to him when reexamined. For example, the info includes a partial list of Epstein's victims and a partial list of their his clients. Even if the victims were convinced to shut up THEN, they might talk NOW. Or their corpses might talk to the forensics people.
Option five: the info incriminates key Trump administration members or supporters, even if Trump is personally unharmed. Having Musk or the House of Saud brought down would be a bigger problem for Trump than the US deciding to defund Israel. Saudi royals frequently enjoy diplomatic immunity, but "Prince Bonesaw strangled a loli at Mar-a-Lago and nobody did anything" would lead to a crisis.
