What you have to understand about America is that it lives in a constant state of insurrection. Everyone is armed to the teeth and the balance of power teeters along the edge lines of who can afford to fight for their factions. What are the biggest factions? The Illuminati and The Republic. It boils down to those who worship an Empire and Those who wish to keep it "free". Really though, it's just who can justify drawing resources the most for their regime. The American people know an Imperial Dictatorship is around the corner, and as such the Republic responds by decentralising infrastructure and resources. This happens every time.
