Their hateful ideology targeting people of color and vulnerable communities is a disgusting affront to Canadian values. I strongly condemn these groups and urge the Canadian Government and Prime Minister Mark Carney to take immediate, decisive action to dismantle these extremist networks, enhance public safety measures, and combat this imminent threat to our diverse society.

The point with AC is that it's do it yourself, where a group of frens start an AC, so they can do AC stuff with their frens without supervision from anybody.
IIHUC there are a few AC that is organized in the form where they share some ideology and rules, and where they network with others, but because it's such a do it yourself concept it's impossible to say how many the under the radar groups are compared to the ones that recruit through social media.

What they did, and how they did was less important that the benefit it would bring a young white man to be a part of a gang where you bonded by training or hiking together.
