When you operate as a unified whole, it's ideal to bring to the bottom up since you are only a strong as the weakest link in the chain. When there is ethnic chaos, everything goes to shit, no matter how many social programs you create. And it's even worse when you inject those social programs with special treatment for certain groups at the expense of other groups. You have to drag everyone down to the gutter level in order to appeal to some common ground between all of these different groups.
