It’s caused by Finns being just barely smart enough to recognize who their racial superiors are. They’re like friendly, loyal dogs who instinctively long for a dominant and worthy master to effectively command them. A master who permits them to do whatever they please is contrary to their nature, as they worship their Nordic superiors and desire to emulate them. Despite their intense desire to become more like their masters, they love their status as second-class segregated citizens. This is not only because they realize their masters are inherently greater but also because they understand they themselves are too subhuman to ever be integrated with the superior race, and would be horrified to blot out the perfection of their beloved lords by polluting the genetics of the Nords through mongrelization. They will gladly shed blood to defend them knowing that serving their true masters this way is a higher cause than whatever mundane tribal savagery they could accomplish on their own. They know their place as lowly servants of a nobler people and don’t resent it. When another master shows up who is racially equal to Finnish the subhumans they will always rebel since they lose the sense of higher purpose that their servility towards a higher people provides them.
