Why hasn't some loose cannon New York cop bent the rules and killed 50 Hasidic Jews while on a foot chase through the child trafficker tunnels? Hollywood tells me this happens at least once in awhile.

Who's to say they didn't? It's just that unlike Hollywood all those tunnels end up usually collapsing. Heroes come and go, and they always end up dead. Hubris in glory. A recipe for disaster.
