It was one of the official languages when they were born, then it got removed when they were adults. Keep in mind the vast majority of people in the baltics voted in favor of independence, that includes Russians living in those states. A huge reason for that was they were promised, among other things, democracy and representation. When the new governments were established the first thing they did was go back on what they promised. For reference, Ukraine did the same thing to crimea, promised they’d keep their autonomy and respect their human rights, then when they got what they wanted they reneged on all of it.

The funny part is how the Baltics talk about this oppression they received, despite them objectively having a higher standard of living than most of the Soviet republics, having a ton of industry, and receiving mass amounts of government subsidies. And then you have the president of Estonia, whos father was a party member and her family were wealthy, talks about how she was “oppressed”.
