Most American public schools have "Honors" and "Regular" classes. Honors is what normal school is in other countries.

1979 was the date the department was created. If they couldn't manage to lower down those numbers in such a long time it means their work is uneffective and any uneffective kind of deparment should be dismantled indeed.

Look, think about it as a company. The department of something are showing only bad numbers year after year and it's costing millions to your own pocket. What do you do? Keep it? No you got two options: you can rebuild it with new crew and orders to make it work properly or you can cut it down.

Considering that governments aren't stable and whatever party is in power decides what the departments do cutting it down seems wiser than keeping it as a tool to push political agenda and not real knowledge to the people.

Each have unique needs that need to be addressed on a local level, not by some communist in DC trying pushing a curriculum on everyone. It's not the federal government's job. The federal government works for the states, it does not rule over them. We don't have royalty here.
