Humans need what can be called an aristocracy. A parental figure, as it were, and like a parent, it must not be so far removed as to be unapproachable, and it must know when it has erred, and seek to make amends. Immediately.
This wisened philosopher-warrior king cannot simply come to be, however. It must be bred from the best of aspirants, and once had, it must be husbanded among others of its own kind.
Enter the Families Regent.
No fewer than a dozen core families must be had, and no fewer than a dozen more alternatives and future inductees should be found.
From these families, each must produce several children, each generation, until each has what is essentially three to five 'main' groups of cousins, and they must be tutored, reared, and assessed for the grave responsibilities ahead of them. Those who do not meet the criteria, but do not require culling, must be eased gently down into the populace, to spread their good habits and rearing, and to eventually produce future Families Regent Minor candidates.
The Regent Minor candidate families are to provide potential brides and grooms for the Families Regent, when none among them are available, and are held to the same standards.
From time to time, the strays or cast-offs must be checked upon, to give tell of the ways of the masses, and eventually, one of these cast-off descendants can find their way to the Regents Minors' houses, to keep the perspectives fresh, grounded, and in touch with their charges.
Further, this concept must not be so jealously guarded a secret as I fear it may well be, but something to seed amongst the masses, to catalyze the formation of a number of smaller, minor Families Commons, who once fully formed, shall meet with the Regents and Regents Minors.
