It's a thing to begrudgingly agree to do, but then you set the target well off to like 2032 and quietly shelve it before actually even trying to hit it.
More specifically It's a way to trick the population of countries who only spend like 1.3% on defence into actually hitting the real 2% target by letting them act smug when they get the 5% target voted down.
