We have no actual clue how Pulsars came to be because the math on which we base our calculations cant even replicate planetary movements in our solar system let alone be extrapolated beyond.
All we can reasonably say is that black holes appear to begin with about two solar masses more than the largest pulsars we see and that is we assume it means there is a critical mass in which a suns core might be massive enough to remain after a novae that itself could be massive enough to collapse in on itself in a black hole but that between 3 and 5 times our solar mass the black holes must be burning up too fast for us to have gotten a glimpse at one.
