It was a loss based on the stated objectives. But everyone understands that's all bogus. The point was to destroy Iraq, not transform it into a democracy. In that regard they were wildly successful, and the scale of their operation and intricacy of their logistical organization in in the invasion of Iraq is something no other power can pull off. On paper perhaps the Chinese could do it, but China has not been tested in a war of any kind for half a century. The last war they fought (a month-long conflict against Vietnam) didn't really go very well for them.
