Actually, I'm not baffled. I've seen Chinese contributions to international science. We had to accept their substandard contributions so as not to hurt their national feelings, and then had to fix their mistakes in our own laboratory.
One thing China is unfortunately good at is soft power (i.e., greasing enough palms to get western laboratories to accept their garbage contributions). But, considering their wealth and population - their high tech sector is a joke. Even Sweden with their irrelevant economy blows them out of the water completely.
