Belgium and Germany get their colours from the Duchy of Brabant coat of arms which was on the Rhine. Belgium also modelled it on the French flag.

Netherlands and Luxembourg colours were likely from the same Duchy of Luxembourg coat of arms.

Haiti is the French flag with the white removed.

Russia apparently got theirs from the Netherlands which it became a naval republic and then it became the colour for all Slavic flags.

This isn't just a race thing, the old French monarchy flag was a pure white one and where the surrender flag comes from. Haitian and French revolutions happened at the same time which is why Napoleon intervened in both.
