These drone interceptors have much less range than missile interceptors and thus cover a more limited area. For the most part the ones that Ukraine has are focused around critical infrastructure like powerplants, military industry, logistics hubs and the frontline. They don't have enough to spare to also fully protect civilian population centers, and targeting civilian population centers is a clear and unequivocal warcrime. Russia understands this and targets Kyiv deliberately, hoping that civilian terror attacks will compel Ukraine to redistribute its limited AA assets to protect the city and leave more strategic targets vulnerable.
This is why every night Russia gloats about yet another successful strike at a Kyiv kindergarten or shopping mall but never has any excuse to brag about hitting a supply hub, or a railway center or a factory. Even when explicitly targeting Ukraine's energy infrastructure they had to content themselves with striking substations to cause brief power interruptions because the major targets were not practical to destroy
