The simple fact of the matter is that they never should have run Biden at all, and everyone knew it, but they couldn't tell him no. So once Biden dropped out, they were left with being forced to run Harris because by that point they had been collecting campaign contributions for a Biden/Harris ticket, and if they launched a ticket that contained neither Biden or Harris they would have been forced to refund all of that money and start financing again from scratch with just a couple months left of the campaign.
